Communication and Education
Desired outcome: Educate residents of the community on the activities of PED and the benefits of economic development
- In August of each year PED will host a meeting for community and business leaders to inform them of PED's objectives and the assistance PED can provide for the development efforts in the community.
- Initiate PED's annual Sponsorship Drive with a goal of $2,000.
- PED will conduct an annual open house in early Dec. of each year.
- PED will produce weekly articles for the Eclipse including Business Spotlights.
- PED will produce monthly Press releases to be distributed to papers in the metro area.
Existing Industry and Business
Desired outcome: Insure that existing businesses are aware of assistance available to them for business expansion and growth. Provide a mechanism for existing employers to make business climate concerns known to PED.
- Continue publication of newsletter.
- Complete recertification of CEPP components as requested by IDED.
- Administer the Downtown Revitalization Façade Loan Program
- Host monthly business/entrepreneurial training classes
Housing
Desired outcome: Obtain funds available through various agencies for housing rehabilitation and development. Work to increase the number of new residents in the community.
- Continue to provide assistance and support to new housing initiatives that will serve to increase the availability of housing options in the community.
- Continue to utilize CDBG assistance targeted for the improvement of the existing community housing stock.
- Develop a strategy to encourage the redevelopment of rental housing units in the downtown area.
Marketing
Desired outcome: Implement efforts to at least initially, make PED capable of responding in a professional and prompt manner to business requests for information about the community and its Industrial Park. Later, to begin a proactive marketing program to recruit new employers to the community.
- Participate yearly in the Northeast Iowa Home Show.
- Maintain and enhance the community's web site.
- Revise and continue to follow the Community Marketing Plan.
- Initiate efforts to expand the visibility of Parkersburg through the development of selected marketing materials
- Initiate proactive marketing efforts to recruit two new industries to the community each year.
TIF
Desired outcome: With the approval of City Council, utilize TIF to assist PED in taking the necessary actions that will serve to benefit the residents of the community by improving both the quality of the organization's economic development efforts and the product offered by the organization.
- Continue TIF funding
- Phased development of industrial Park
- Begin work on plat of Phase Two of the industrial park.
- Utilize TIF funding to stimulate housing opportunities in Parkersburg
Workforce Development
Desired outcome:Undertake activities that will help to strengthen the size and quality of the area's workforce.
- Provide assistance as required to Area 267 for the existing job shadowing program.
- Participate, in conjunction with UNI and MidAmerican Energy, in an intern program for Economic/Community Development program at UNI.
Community Development
Desired outcome: Work with existing organizations to promote local celebrations and tourist attractions to the residents of Parkersburg as well as tourists.
- Continue assisting existing organizations on the downtown streetscape project.
- Continue assisting existing organizations on the Parkersburg Trail system and Depot Park enhancement.
- PED will assist the Parkersburg Fun Days Committee in organizing Fun Days.
- PED will organize Downtown week annually in August.
- PED will assist Chamber of Commerce in organizing holiday events annually.
